Mack Armstrong

Dr. Mack D. Armstrong is currently serving as Assistant Executive Director for Professional Development at the Washington Association of School Administrators, and completing his 36th year in the public education system as an educator. His years of service include teaching and coaching in junior high and high school as well as administrative positions as high school vice principal and principal, and central office experience as administrative assistant, assistant superintendent and superintendent. He has served in five school districts in Washington State. Mack completed degree and credential work at Washington State University – B.A. and ED.D and Central Washington University M.ED.

Dennis Conners

Dennis Arthur Conners is currently an Associate Professor in the Organizational Leadership Program at Gonzaga University. Prior to coming to Gonzaga University, Dr. Conners served in a variety of administrative and teaching positions in both the K-12 and higher education systems. He did his doctoral work at the University of Houston and post-doctoral work at Harvard University.

Marty Daybell

Marty Daybell is currently the Chief Executive Officer for the Washington State Information Processing Cooperative (WSIPC). Prior to joining WSIPC, Marty worked for the Office of the Superintendent of Public Instruction (OSPI) for six years as the Deputy Superintendent of Public Instruction and their Chief Information Officer. He has also been employed as the Assistant Dean of Mathematics & Computer Science for Regis University in Colorado Springs. Marty has over 30 years of experience in technology related fields and more than 15 years integrating that experience with education. He has consulted with the US Dept of Education on several data and technology related initiatives. In addition to the Partners in Learning, Marty has served on the States K-20 Network board, the Information Services Board, the Digital Learning Commons and continues to serve on the Advisory Board for the UW-Tacoma.

Chip Kimball

Dr. Chip Kimball became Superintendent for the Lake Washington School District in Redmond, Washington in June 2007. He served the district in other administrative roles as deputy superintendent, supervising all of the district’s 48 schools and as assistant superintendent and chief information officer. As an assistant superintendent, Dr. Kimball supervised the Eastlake Learning Community, the largest of the four regions in the District. He also was responsible for all district information-technology functions. His work has included strategies for increased student achievement and school accountability, curriculum alignment and professional development and the implementation of data-driven decision-making strategies for schools and teachers. Dr. Kimball’s work in Lake Washington has resulted in one of the most comprehensive and effective educational technology implementations in the country. Prior to coming to the Lake WA District in 1996, he served as a Fellow for the California Center for School Restructuring, part of the Department of Education. He was a high school science teacher in Madera, California. He received an Ed.D. in Educational Leadership from the University of Southern California in 1995 and a Master of Science degree from Eastern Washington University in 1991and had earned his BA in Biology and chemistry at Whitworth College (Spokane).

Gary Kipp

Gary Kipp has participated in public education for the past 30 years. He is currently the Executive Director of, and a former President of, the Association of Washington School Principals. Prior to that, he served as Assistant Superintendent of Evergreen School District in Vancouver, Principal of Mark Morris High School in Longview, and a middle level assistant principal. In addition, he was a charter member of the Professional Educator Standards Board and a member of the National Merit Scholarship Advisory Board. He received his Bachelors degree in English from Washington State University and a Masters degree in Education Administration from the University of Washington.

Gary A. Livingston

Dr. Gary A. Livingston has been the Chancellor of Community Colleges of Spokane since 2002. He leads a team of 2,000 faculty, staff and administrators who provide education programs and services through Spokane Community College, Spokane Falls Community College and the Institute for Extended Learning. Dr. Livingston served as superintendent of Spokane Public Schools from 1993-2001 and as superintendent of ESD 113 from 2001-2002, and has been active in professional education having served as president of the Washington Association of School Administrators. He has received numerous awards, including WASA 1997 State Superintendent of the Year, Washington Leadership in Education Award, Washington Library Media Associations Superintendent Award, Spokane Bar Association’s Liberty Bell Award, and National Sorority of Phi Delta Kappa Service Award. His education career began in 1970 as a special education teacher in Topeka, Kansas, where he also served as superintendent of Topeka Public Schools for five years. Dr. Livingston earned his doctoral degree in education from Kansas State University.

Jim Meadows

Jim Meadows works as an Instruction, Certification and Higher Education Specialist with the Washington Education Association, which represents over 80,000 K-12 and higher education educators. In his current role, he supports educators seeking National Board Certification, oversees professional development activities, advocates for commonsense teacher quality policy, works with online learning policy and serves as a liaison with educator preparation programs. Prior to his work at WEA, Jim was a high school teacher in the Edmonds School District, a district teacher leader, and a researcher with the University of Washington. He earned his Ph.D. in Educational Leadership & Policy Studies from the University of Washington with a focus on state educational reform policy, a Master of Arts in Teaching from the University of Puget Sound, and Bachelors Degree with Honors from Whitman College.

Patricia Wasley

Dr. Wasley has been Dean of the College of Education at the University of Washington since 2000. She has worked with college faculty as well as colleagues across campus and with the P-12 community to ensure that the College continues to expand its capacity to improve public education in Washington State through its research, teaching, and its partnership activities. Every program offered at the UW College of Education has been redesigned to ensure that the individuals prepared are equipped to increase teacher performance in hard to serve schools. She earned her doctoral degree in education from the University of Washington.
